FTC Floats "CE Tax"
A list of Federal Trade Commission policy recommendations to "support the reinvention of journalism" includes the possibility of a 5 percent tax on consumer electronics devices.
The document (PDF link), a "discussion draft" by FTC commissioners and staffers, "does not represent final conclusions or recommendations by the Commission or FTC staff; it is solely for purposes of discussion, in particular at FTC roundtable discussions to be held on June 15, 2010, at the National Press Club," according to a disclaimer.
On a subsection called "Proposals to Pay For Increased Public Funding" lists several suggestions for revenue-producing models to support publicly funded journalism. One of the suggestions is a "Tax on consumer electronics. A 5 percent tax on consumer electronics would generate approximately $4 billion annually." An "ISP-cell phone tax" is another suggestion.
