The thrust of the effort will counter the "one-size-fits-all" approach and recommend that Energy Secretary Abraham deal with standby power on a product-by-product basis to determine if a 1-watt standby limitation would result in significant energy savings. If not reasonably ap-proached, a 1-watt initiative could result in increased consumer cost, reduction in product functionality and features and achieve only negligible overall energy savings.
In addition, the group sees the existing EnergyStar program as the model industry-government partnership to address the need for product efficiency while not mandating industry-wide energy regulations.
The EnergyStar program has been successful in setting the specifications for energy consumption and, furthermore, has defined standby power on a product-by-product basis and sets the specs based on individual product needs. This industry-government partnership encompasses over 30 product categories and involves more than 1,300 manufacturers and suppliers.
