Chicken Versus Egg
The classic question that inevitably comes up with any new broadcast technology is: Who adopts the technology first? Broadcasters can pay to upgrade to digital, but may find frustration due to the lack of receivers available to the public, leading them to ask: Why should we broadcast HD Radio if no one can hear it? Manufacturers, in turn, may ask the question: Why should we make receivers if no one is broadcasting it?
