Cell phone use while driving has become quite the controversial topic. Several states, including Connecticut, New Jersey and New York, along with the District of Columbia and the Virgin Islands, have recently enacted laws prohibiting driving while talking on handheld cell phones. California and Washington state laws go into effect this July. A number of other states prohibit cell phone use in specific driving situations, and 17 states have special cell phone laws for new drivers.
