If ever there was a place where two sets of rules applied, copyright protection in the world of CDs is certainly one. According to the International Recording Media Association, computer software manufacturers, whose products are often sold on a CD, do not pay a tariff to developers, nor do manufacturers of blank CD-R media. The recording industry, however, pays one to artists for both pre-recorded CDs and blank CD-R media. That doesn't appear likely to change, says Dick Kelly, president of Cambridge Associates. Computer software developers don't seem to be clamoring for it. But representatives of the software industry say that's a false perception.
