In late April, the Advisory Commission on Electronic Commerce (ACEC) recommended that Congress extend the current moratorium barring "multiple and discriminatory taxation" of e-commerce. Then on May 10, 2000, the House passed legislation concurrent with the recommendation to extend the moratorium for an additional five years to October 2006 and to prohibit all taxes on Internet access. In a letter to Speaker of the House of Representatives J. Dennis Hasert, ACEC Chairman and Virginia Govenor James Gilmore wrote, "the extension of the moratorium against ‘multiple and discriminatory'
