WASHINGTON, D.C.—Fed up with merchandise disappearing off loading docks and out of big-rig tractor trailers, a group of national retailers is organizing a cargo theft squad to work with law enforcement and insurance companies to catch and prosecute freight thieves. The new group known as the Retail Industry Cargo Security Committee (RICSC) has aligned itself with the 800-member National Cargo Security Council (NCSC) here, a non-government organization fighting freight theft nationwide.
